This book， guided by the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) and the speeches delivered by General Secretary Xi Jinping， discusses the approaches to upholding and improving socialism with Chinese characteristics and modernizing the national governance system and capacity in the new era from thirteen aspects. Professor Jin Nuo， Secretary of the Party committee of Renmin University of China and doctoral supervisor. She is also the chairwoman of the Academy of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Studies of Renmin University of China， the Academy of National Development and Strategy. Professor Jin Nuo doubles as the chairwoman of the Guiding Committee of Marxist Theory Teaching in Colleges and Universities of the Ministry of Education， the chairwoman of Guiding Committee of Ideological and Political Theory Teaching in Colleges and Universities， the president of the National Research Association of Marxist Theory in Colleges and Universities. Her main research fields include Marxist theory， Ideological and political Education and Higher education administrationetc..
Professor Liu Wei， president of Renmin University of China and doctoral supervisor. He is the chairman of the Academy of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Studies of Renmin University of China and the Dean of the Academy of National Development and Strategy. He also holds concurrent posts as a member of Academic Degrees Committee of the State Council， the convener of Theoretical Economics Branch Group of Discipline Review Group， chairman of the Teaching Steering Committee of the Ministry of Education for Economics Major. He is the standing member of the 13th National Committee of the Chinese people’s Political Consultative Conference and the Vice president of the Third Council of the Theoretical Research Association of the CPPCC. His main research fields include socialist economic theory in Political Economics， the theory of transition economy in Institutional Economics， theory of industrial structure evolution in Development Economics and economic growth and enterprise property rights， etc.

On October 31，2019，the fourth plenary session of the 19th CPC Central Committee deliberated and adopted The Decision of the CPC Central Committee on Some Major Issues Concerning Upholding and Improving the System of Socialism with Chinese Characteristics and Advancing the Modernization of China？s System and Capacity for Governance (referred to as The Decision).This is a program of action and a political declaration made on the occasion of the 70th anniversary of the founding of the People？s Republic of China and at the historic turning point in achieving the Two Centenary Goals.The fundamental questions to be answered by The Decision include what kind of national system the Party should “uphold and consolidate” and which sort of governance China should “improve and develop” in the new era.The national system serves as the basis and result of the national governance，while the latter is the practice and innovation of the former.China？s system，i.e.，the system of socialism with Chinese characteristics，is directly related to the effectiveness of its governance.Then how should we build China？s system?
